Our Devolution priorities

Devolution will make a significant contribution to the national growth agenda by stimulating growth, tackling stagnant productivity levels and by raising living standards. While economic growth is slowing in the country’s major or ‘core’ cities in Key Cities growth is continuing to build momentum.

Our member cities represent the broad spectrum of local authorities situated in areas with the most advanced devolution deals already in place, to cities which have only just commenced their proposals for the handover of powers.

The Key Cities position and priorities for devolution are as follows:

  • Key Cities agree in principle with devolving more powers to local leaders, however there are reservations about the Mayoral model. Instead, Key Cities would like to see a bespoke approach to agreeing devolution deals, and for each deal to suit the region’s unique characteristics.

  • The process of transferring powers should be dictated by the objectives: economic growth, delivery of housing, regeneration, and skills provision for the local population and local businesses.
  • The geographic boundaries of devolved regions must be familiar to the local population.
  • District Councils must be a part of the conversation to agree devolution.
  • Key Cities would like clarity on the devolution framework to ensure that local objectives can be achieved through devolution.
  • Devolution of powers must not be a replacement for sustainable long-term funding for local government.
