This report demonstrates how Key Cities, the largest and most diverse network of urban areas outside London, can act as vital partners in tackling the national housing crisis.

Drawing upon expertise from across the public and private sector, the report sets out a comprehensive, evidence-based plan to support the government’s ambition to deliver 1.5 million new homes.

The report examines the main barriers to delivery, such as financing challenges, planning constraints, and the acute shortage of affordable and social housing. It also highlights practical, replicable solutions already being implemented by Key Cities members, alongside collective recommendations to ensure that future housing delivery is not only swift but also viable, high-quality, and inclusive.
